FREDERICK, Md. (February 3, 2026) – On January 31, 2026, at approximately 1:44 a.m., deputies conducted a traffic stop on Interstate 270 southbound at Route 85 for an equipment violation.
The vehicle was occupied by the driver, Cordae Jarell Bowins, 19, of Hagerstown, and a 15-year-old juvenile male. During the course of the traffic stop, the juvenile passenger began to physically struggle with deputies while reaching towards his waistband. With the assistance of an officer from the Frederick Police Department, deputies were able to control and safely place the juvenile into custody. A loaded and unserialized 9mm handgun was recovered from the juvenile’s waistband.
Both Bowins and the juvenile passenger were placed under arrest. The juvenile was transported to a juvenile detention center in Salisbury on firearm-related charges, and Bowins was booked at the Frederick County Adult Detention Center.
Bowins is charged as follows:
• Possession of a Firearm Without Required Serial Number
• Wearing, Carrying, or Transporting a Handgun
• Possession of a Loaded Handgun in a Vehicle, Second Offense
• Illegal Possession of Ammunition
• Possession of a Regulated Firearm While Under 21
